From A Tool Of Public Control. To A Center Of Development And Social Elevator Antonina S. Balayants, Director of school No. 331 in the Nevsky district of St. Petersburg, antoninadirektor@yandex.ru Abstract: The focus is on the role and importance of the governing council of an educational organization in the modern education system of the federal city of St. Petersburg, using the example of secondary school No. 331 in the Nevsky district. Special attention is paid to the analysis of the application of current methodological recommendations on the formation and development of governing councils in educational organizations of the Russian Federation, sent by letter dated 12.02.2026 No. AB-620/03 of the Department of State General Education Policy and Development of Preschool Education of the Ministry of Education of the Russian Federation, and their impact on the formation of an effective model of public administration. Based on practical cases, it is demonstrated how the governing council of school No. 331 becomes not only a platform for making collegial decisions, but also a powerful resource for the development of an educational institution, as well as an important element contributing to a social lift for its participants. The issues of motivation of the members of the governing Council and the prospects for its further development are being considered.
