Older Teens, School Budget And Financial Literacy Mikhail A. Shevelev, Researcher at the Financial Research Institute of the Ministry of Finance of the Russian Federation, Kirov, mshevelev@yandex.ru Abstract: Older adolescence (14–16 years old) is a unique, “twice-suitable” period for the formation of financial literacy. Why twice? Because cognitive abilities (abstract thinking, reflection, planning) are maturing, as well as the social need to be meaningful here and now, and not in the distant future. School initiative budgeting hits exactly this nerve: it transforms a teenager from a passive recipient of knowledge into an active steward of real money. The article shows how the ideas of D. B. Elkonin, D. I. Feldstein and modern researchers of economic socialization work in ordinary schools. Live examples from schools in Kogalym, Kostroma, and Samara show how teenagers turn from consumers into creators. The article is addressed to school principals who want to understand why school initiative budgeting is not a headache, but the most effective simulator of growing up.
