«Безопасность по замыслу» как новая парадигма защиты детей в цифровой среде
Обеспечение безопасности несовершеннолетних пользователей в цифровом пространстве. Низкая эффективность законодательных и нормативных мер в этой области. Растущая статистика кибербуллинга, груминга и распространения запрещённого контента. Концепция «Безопасности по замыслу»: интеграция принципов защиты детей на этапе проектирования цифровых продуктов и сервисов. Оценка потенциала подхода, его ключевых принципов и возникающих проблем.

“Safety By Design” As A New Paradigm For Child Protection In The Digital Environment

Abstract: The article analyzes the current state of ensuring the safety of underage users in the digital space. The low effectiveness of existing legislative and regulatory measures is noted, despite their global nature, which is confirmed by the growing statistics of cyberbullying, grooming and the distribution of prohibited content. The concept of “Safety by Design” is considered, which involves the integration of child protection principles at the design stage of digital products and services. The potential of this approach, its key principles and the emerging problems associated with its implementation are assessed.
