Isaev, Head of Programs at the Russian Presidential Academy of National Economy and Public Administration, Moscow Abstract: Since 2023, which has been declared the Year of the Teacher and Mentor in Russia, the institute of mentoring has received special attention at the state level. In the context of the need to train about 1 million workers in five years, mentors act as a link between enterprises and students. At the same time, the practice of mentoring was widespread earlier, and examples of institutionalization of mentoring, as well as government support measures for mentors, can be found in Soviet times. However, there are a number of questions about how, for example, a mentor differs from a teacher. What is the difference between mentoring in the secondary vocational education system and in the higher education system? Is there continuity in the understanding of mentoring today and in Soviet times? What role and tasks does the mentor perform in the personnel training system? In this article, the authors consider the retrospective of the institute of mentoring, as well as the role that the institute of mentoring performs today in the personnel training system and within the framework of the task set by the President of Russia. At the same time, asking the right questions based on the analyzed literature and official documents will make it possible to take a step towards determining future research directions. For example, to what extent does mentoring affect the rate at which young professionals acquire skills, knowledge, and abilities?
